Libya’s Counterterrorism Strategy
In light of the security challenges facing Libya and the region, the Libyan Counterterrorism Strategy (LCTC – 2020) was introduced to establish a comprehensive framework aimed at confronting terrorist threats not only from a security perspective, but also by addressing the intellectual and social roots that fuel extremism.
A comprehensive, flexible, and implementable national strategy to defeat terrorism and protect the homeland and its citizens.

Building Security and Institutional Capacities
The strategy focuses on strengthening the state’s capacity to monitor and track terrorist activities and extremist groups by developing security and intelligence agencies and equipping them with technological tools and qualified personnel. The objective is to shift from reaction to prediction and prevention, ensuring an effective response to any threat before it becomes a direct danger.

Combating Extremist Ideology
The confrontation is not limited to the military or security dimension, but also extends to countering extremist ideologies and the environments that foster terrorism. This includes awareness programs, the promotion of moderate religious discourse, and educational and cultural initiatives aimed at protecting society from ideas that exploit youth and push them toward violence.

Strengthening Social Cohesion
The strategy places great importance on reinforcing the values of peaceful coexistence and positive communication among the components of Libyan society. Extremism finds fertile ground in divided and fragmented environments, while cohesive and reconciled societies are more capable of resisting infiltration and recruitment attempts.

A Comprehensive Vision
The strategy seeks to integrate security, ideas, and society so that counterterrorism becomes not merely a set of security measures, but a national project involving all actors: the state, educational and religious institutions, civil society, and the media. This integration gives the strategy strength and long-term effectiveness.
